It is the mission of the HRA Early Childhood Programs to build partnerships with families as they guide their child’s physical, cognitive, emotional, and social development and to support each family’s pursuit of health and happiness while they move from one place to a better place.

Our Philosophy
HRA Early Childhood Programs are committed to the philosophy that families are the primary educators of their children. Families are the builders of the foundation that will support the success of their child’s journey through life. The building blocks of that foundation include physical growth, cognitive development, emotional development and social well-being. We believe that the family is an integral part of the community in which they live and that it is an invaluable resource to that community. Further, the HRA Early Childhood Programs recognize and appreciates the uniqueness of each child and family and believe that their collective diversity is a source of enrichment to individuals and to the community at large.
The HRA Early Childhood Programs recognize that stressors have an impact on the quality of life for all children and families and that these stressors are cumulative, multifaceted, and woven through the fabric of daily life and society.
Holding these beliefs, the HRA Early Childhood Programs are committed to meeting each child and family in their uniqueness and partnering with parents as they foster their child’s physical, cognitive, emotional, and social development. Our team will support each family’s pursuit of health and happiness.
Our Programs
HRA Early Childhood Programs offer families a variety of program options. We hope that you are able to find your family’s perfect fit!
Center-Based Early Head Start
- Serves pregnant mothers up to the child’s third birthday
- A full-day, full-year program
- Classrooms are located in Bristol and New Britain
- Eligibility is based on need, income, and other requirements through our Enrollment Office
- Priority is given to Bristol, Burlington, Plainville, Farmington, and New Britain residents
Home-Based Early Head Start
- Serves pregnant mothers up to the child’s third birthday, in the family’s home
- Eligibility is based on need, income, and other requirements through our Enrollment Office
- Priority is given to Bristol, Burlington, Plainville, Farmington, and New Britain residents
Toddler Program
- A full-day, year-round program for children between 15 months – 3 years old
- Classrooms are located at 180 Clinton Street, which is accredited by the National Association for the Education of Young Children
- Families must be employed a minimum of 30 hours a week (proof of income is required)
Preschool Program
- A full-day, year-round program for children between 3 – 5 years old
- Classrooms are located at 180 Clinton Street, which is accredited by the National Association for the Education of Young Children
- Families must be employed a minimum of 30 hours a week (proof of income is required)
School Readiness Program
- A full-day, year-round program for children between 3 – 5 years old
- Classrooms are located at 180 Clinton Street, which is accredited by the National Association for the Education of Young Children
- Families must provide proof of New Britain residency
Head Start Program
- For children between 3 – 5 years old
- Offers a variety of options: full-day/full-year, full-day/part-year, and part-day/part-year
- Classrooms are located at sites in New Britain and Bristol
- Eligibility is based on need, income, and other requirements through our Enrollment Office
- Priority is given to Bristol, Burlington, Plainville, Farmington, and New Britain residents
